Add a Fluent theme (identical to Default for now) to allow new theme work to progress without affecting default theme and templates ( #4004 )

* rename namespaces, etc for new theme.

* add the UWP base resources.
* Organise the Fluent themes to separate UWP base resources from Fluent resources.

Remove diagnostics from core libraries.
...
This prevents them being added to the core `Avalonia.nupkg`. Because diagnostics now has a dependency on `DataGrid` and roslyn scripting, ship it as a separate package.
